Carl Vitale

General Manager of Sam Schwartz PTM Services, Inc.

Mr. Vitale was instrumental in the development of the PTM program in 2009 and oversees 200 Pedestrian Traffic Managers daily. He is the director of pedestrian/traffic operations for Barclays Center, Red Bulls Arena and the Second Avenue Subway Construction route. Mr. Vitale authored the groundbreaking training manual for PTMs, which has since been used by the New York City Department of Transportation to train DOT personnel. Mr. Vitale is a veteran of the New York City Police Department and retired with 21 years of experience with the title of Sergeant.

John Antokas

Associate Vice President of Sam Schwartz PTM Services, Inc.

Mr. Antokas began working at Sam Schwartz in 2015. He manages the hiring, operations, and other various everyday items as well as the traffic planning to ensure the safety and flow of pedestrians and vehicles throughout the New York metropolitan area. He specializes in traffic planning for big box facilities such as Amazon across the nation coordinating with the companies and cities for smooth flow of traffic and maximum efficiency.

Mr. Antokas received his Bachelor’s Degree from the Kogod School of Business at American University and is currently a Master’s Candidate for Urban Planning and Policy at Hunter College in New York City.

In his free time, John likes to play sports, fish, and hang with his dog, Clyde.

Nick Hlat

Senior Project Manager of Sam Schwartz PTM Services, Inc.

Mr. Hlat began working at Sam Schwartz in late 2017 and reports to the Associate Vice President, John Antokas, in all traffic and pedestrian planning projects. Mr. Hlat grew up in a small suburban town near Albany, New York before moving to NYC. Proud to call the big city his new home, he brings a committed attitude towards improving the pedestrian experience and safety through his work. He specializes in project planning, client relations, and business development.

Mr. Hlat received his Bachelor’s degree from SUNY College of Environmental Science & Forestry in Syracuse, NY and recently completed his Master’s degree in Urban Planning at Hunter College in New York City.

Nick’s interests include science, music, movies, and pizza.

Steve McLaughlin

Director of Field Operations of Sam Schwartz PTM Services, Inc.

Mr. McLaughlin coordinates the deployment of over 200 Pedestrian Managers on a daily basis. He is responsible for the scheduling, outfitting and supervision of the overall field staff. Along with Mr. Vitale, Mr. McLaughlin was with the program on Day 1.

Mr. McLaughlin is a retired Police Officer from the NYPD where he served for 20 years. He currently lives in Long Island with his family and is an accomplished musician in his spare time.

Marcia Azcona

Field Operations Manager of Sam Schwartz PTM Services, Inc.

Mrs. Azcona works under the supervision of the Director of Field Operations, Steve McLaughlin. Mrs. Azcona tackles many of the day-to-day responsibilities such as client requests, scheduling detail, and workforce logistics. She also assists the accounting team in reviewing expense reports and invoices and occasionally coordinates with the Human Resources Manager to aid in the hiring process. She’s been a part of the PTM team for more than 3 years.

Marcia holds a Bachelor’s Degree in Business Administration from Berkeley College and previously comes from 10+ years of experience working in New York City’s healthcare system.

In her free time, she enjoys spending time with her daughter and cooking.

Victoria Wang

Accounting Manager of Sam Schwartz PTM Services, Inc.

Ms. Wang began working at Sam Schwartz in 2017. She manages invoicing, labor reports, payroll, and works closely with fellow accounting team member Matthew Lachant. Ms. Wang brings 5+ years of accounting experience and combines that with her love for pedestrian safety to become an invaluable part of the PTM team.   

Ms. Wang graduated with a Bachelor’s degree from University of South Florida. She is originally from Tampa, Florida. She is often found exploring the city with her dog, Shelby.

Taylor Roome

Human Resources Manager of Sam Schwartz PTM Services, Inc.

Ms. Roome began working at Sam Schwartz in 2017. Among some of her responsibilities, she recommends, plans and implements policies to aid in hiring, training, employee relations and legal compliance. Ms. Roome has assisted the PTM team in a number of Human Resource-related matters including a recent revamping of the entire recruitment process to operate more efficiently.

She received her Bachelor’s Degree from the Peter S. Kalikow School of Government, Public Policy and International Affairs at Hofstra University and her Certificate in Professional Human Resources Management from PACE University. She is an SHRM-Certified Professional.

In her free time, she enjoys reading, listening to music, and caring for her dog.
